Enable a background highlight for the prompt.

When __ps1_background is 1, set the background colour for the prompt
according to the value of PROMPT_BACKGROUND_COLOUR.

Use "prompt show background" or "prompt hide background" to control
__ps1_background and hence the highlighting.
