Allow setting processor affinity.

The REG_SZ AppPriority entry specifies a list of processors which will
be converted to a mask and passed to SetProcessAffinityMask().

Processors are numbered from 0, must not exceed 63, and are separated
with commas or dashes, to specify a range.
